UPSC Recruitment Examination 2013

Union Public Service Commission came into action after the political movement which compelled the British Government to induce more Indians in civil services. Hence the first Public Commission was originated and setup on 1st October, 1926. However after Indian Independence the constitution took further step in order to envisage the key role of these services in government body. This body regulates the following examinations like Civil Services Examination, Combined Defence Services Examination, Engineering Services Examination, National Defence Academy Examination, Combined Medical Services Examination and Naval Academy Examination.

Administration:

  • The Union Public Service Commission comprises of ten members and a chairman.
  • It has been established by constitution of India under the Article 315.
  • The service of chairman and ten members along with its terms and conditions is governed by the UPSC Regulations, 1969.
  • The members of UPSC are selected and appointed by the President of India.
  • It is services by Secretariat who is headed by a Secretary along with two other secretaries, deputy secretaries, joint secretaries and joint staff.

Functions:

  • Recruitment of suitable candidates to services and posts of Union through conduction of competitive exams.
  • Recruitment of suitable candidates to posts and services under Central Government by selecting them through interviews.
  • Provide advice on suitability of an officer for promotion and transfer.
  • Provide advice to government on recruitment methods for various posts and services.
  • Disciplinary cases related to civil services.
  • Other miscellaneous matters.

Recruitment:

Recruitment of candidates in civil services under UPSC is regulated by one the three methods:

  • Direct recruitment.
  • Transfer
  • Promotion

Direct recruitment:

  • This method of recruitment is conducted by mainly through competitive exams and interview. This commission conducts examinations for recruitment in civil services and defence services through Indian Military Academy, National Defence Academy, Air Force Academy, Naval Academy and Officers Training Academy. Many examinations are conducted every year for recruitment of eligible candidates under this commission.
  • Another method for direct recruitment is through interview. Since in this process it is not possible to call so many candidates for interview therefore some of them are shortlisted based on some pre defined criteria.
  • Apart from direct interview there is also a method in which candidate has to go through a written objective test. Based on the results of test eligible candidates are shortlisted.

Appointment by promotion and transfer

  • The direct recruitment is conducted by civil services examination and according to the rules and regulations of commission 33% of the total vacancies should be filled by transfer and promotion.

Recruitment rules:

According to the provisions of Article 320 recruitment rules of all posts in various departments and ministries of Indian government are framed in consultation with Union Public Service Commission.

Apart from the above rules and regulations of this commission the recruitments related to various posts are regularly published in leading newspapers and internet websites. Candidates who are eligible for the posts can apply online or through posts with the help of advertisements.
