Bihar Urban Infrastructure Development Corporation Limited, also known as BUIDCO is the urban planning agency of the state of Bihar in India. It was established in June, 2009 with 100% stake from the Government of Bihar. The Development Commissioner of the state of Bihar is the Chairman of the BUIDCO. The headquarters of the authority are located in Patna, the state capital of Bihar. Established for accentuating and implementing all planned infrastructural development projects in the state of Bihar, BUIDCO is acting tirelessly for streamlining the Urban Infrastructure Development in coordination with various other departments of the state. BUIDCO has a complete focus on Solid Waste Management, Water Supply, Drainage Network, Urban Beautification, Sewerage and Sewerage Treatment along with development of amusement centres and other infrastructures in the state.

With the recent announcement, the Bihar Urban Infrastructure Development Corporation (BUIDCO) is inviting applications from qualified, experienced and enterprising professionals to join its team as Chief General Manager, General Manager (Finance/ Technical/ Admin), Project Director, Manager (Finance/ IT), Deputy Project Director and Executive Assistant to the Managing Director posts. With this advertisement, a total of 28 executive level positions are intended to be filled up through open and competitive recruitment process.

  • Chief General Manager (CGM): 01 Post (UR)
  • General Manager-Technical (GM-Tech): 01 Post (UR)
  • General Manager-Finance (GM-Fin): 01 Post (UR)
  • General Manager-Administration (GM-Admin): 01 Post (UR)
  • Project Director (PD): 03 Posts (SC-02, BC-I-01)
  • Manager-Finance: 02 Posts (UR-01, EBC-01)
  • Deputy Project Director (Dy.PD): 17 Posts (UR-07, SC-03, EBC-01, BC-I-05, BC(W)-01)
  • Manager-Information Technology: 01 Post (UR)
  • Executive Assistant to the Managing Director (EA to MD): 01 Post (UR)

Scale of Pay:

  • Chief General Manager (CGM): The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.100000 + other allowances as applicable.
  • General Manager-Technical (GM-Tech): The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.80000 + other allowances as applicable.
  • General Manager-Finance (GM-Fin): The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.80000 + other allowances as applicable.
  • General Manager-Administration (GM-Admin): The candidates selected for these positions will receive a consolidated remuneration in the Scale of (last drawn salary – pension amount) + other allowances as applicable.
  • Project Director (PD): The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.60000 – Rs. 70000 + other allowances as applicable.
  • Manager-Finance: The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.55000 – Rs. 60000 + other allowances as applicable.
  • Deputy Project Director (Dy.PD): The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.50000 – Rs. 55000 + other allowances as applicable.
  • Manager-Information Technology: The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.40000 – Rs. 45000 + other allowances as applicable.
  • Executive Assistant to the Managing Director (EA to MD The candidates selected for these positions will receive a consolidated remuneration in the Scale of Rs.40000 – Rs. 45000 + other allowances as applicable.

NOTE: All posts where retired service personnel are engaged, they will be paid the last drawn salary deducting the pension amount.

Essential Qualification & Experience:

  • Chief General Manager (CGM): The candidates should have retired/ in-service as Chief Engineer (in Central/ State Government). They must have at least 3 years of service experience in Infrastructure Development works in the posts of Superintending Engineer (in Central/ State Government).
  • General Manager-Technical (GM-Tech): The candidates should have retired/ in-service as Superintending Engineer (in Central/ State Government). They must have at least 5 years of service experience in Infrastructure Development works in the posts of Executive Engineer (in Central/ State Government).
  • General Manager-Finance (GM-Fin): The candidates should be a Chartered Accountant with at least 10 years of Post-Qualification experience. CA with MBA (Finance) will be preferred for these posts.
  • General Manager-Administration (GM-Admin): The candidates should be a retired Bihar Administrative Service Officer with at least 12 years of service experience.
  • Project Director (PD): The candidates should be a Graduate Engineer (Civil) with at least 10 years of experience in Infrastructure Development works. Experience in Water Supply/ Sewerage/ Drainage is desirable for these posts.
  • Manager-Finance: The candidates should be a Chartered Accountant with at least 3 years of Post-Qualification experience.
  • Deputy Project Director (Dy.PD): The candidates should be a Graduate Engineer (Civil) with at least 60% marks and at least 05 years of experience in Infrastructure Development works. Experience in Water Supply/ Sewerage/ Drainage/ Electrical/ Instrumentation/ Solid Waste Management/ Building construction is desirable for these posts.
  • Manager-Information Technology: The candidates should be a BE/ BTech (Computer Science) with at least 60% marks and at least 05 years of post-qualification experience.
  • Executive Assistant to the Managing Director (EA to MD): The candidates should have completed MBA with at least 5 years experience in Infrastructural Development Works.

Essential Age Requirement (as on 01-Mar-2014):

  • Chief General Manager (CGM): The candidate should not have obtained more than 62 years age.
  • General Manager-Technical (GM-Tech): The candidate should not have obtained more than 62 years age.
  • General Manager-Finance (GM-Fin): The candidate should not have obtained more than 62 years age.
  • General Manager-Administration (GM-Admin): The candidate should not have obtained more than 62 years age.
  • Project Director (PD): The candidate should not have obtained more than 50 years age.
  • Manager-Finance: The candidate should not have obtained more than 37 years age.
  • Deputy Project Director (Dy.PD): The candidate should not have obtained more than 37 years age.
  • Manager-Information Technology: The candidate should not have obtained more than 37 years age.
  • Executive Assistant to the Managing Director (EA to MD): The candidate should not have obtained more than 37 years age.
  • However, relaxation in upper age limit will be applicable for reserved category of candidates as per the state government norms.

Service Agreement Bond:

The selected candidates will have to execute a Service Agreement Bond of the following amount for getting engaged in the service of BUIDCo for a minimum period of 3 years after successful completion of training (if any).

  • Bond amount for the Post of CGM and GM: Rs.100000
  • Bond amount for all other Posts: Rs.50000

Training/ Probation Period:

  • For the Post of Manager (Finance), Dy. PD, Manager (IT), & EA to MD: The candidates will be joining the posts on a Training/ Probation period of 2 months from the date of joining. The Agreement for Service period will start after successful completion of Training/ Probation Period.

Application fees:

  • For General Category: Rs.500 only
  • For BC/ EBC: Rs.350 only
  • For SC candidates: Rs.250 only
  • The application fee should be remitted in shape of a crossed Demand Draft drawn on any nationalized bank in favour of “The Managing Director, Bihar Urban Infrastructure Development Corporation Limited” and should be payable at Patna.
  • No other mode of fee payment will be accepted for these posts.

Selection Procedure:

  • Selection will be done by through a Personal Interview as per the discretion of the BUIDCo Limited.
  • Candidates who qualify on a merit ranking will be allowed to join respective services as per the final notification.
