Encouraging PSUs For Growth By Miniratna Category Status For Financial Autonomy
By the end of the 20th century, it was observed that government support was necessary to encourage some smaller public sector undertakings to grow. After the Maharatna and Navratna status were granted, companies were seen to have a better way of functioning. Encouraged by such changes, smaller companies with lower profit margins were included in Miniratna category.
Most of the companies, numbering about 61 were awarded the Miniratna status in 2002. After that, 7 more companies were added, taking the tally to a total of 68 companies. Although this step was aimed to provide financial autonomy and decision-making, it was necessary for the companies to fulfil certain criteria, and only then, they were included in the category.
- Public sector undertakings were included in Miniratna category, if they had profit turnover in the last 3 years or had earned more than Rs 30 crores profit before tax in any one of the last 3 years. Total net worth was required to be on the positive side.
- These companies were allowed to invest in their own projects to the tune of Rs 500 crores or an amount equal to their net worth, whichever is lower, for modernisation, purchase or new ventures, without approval from the government.
Apart from these features, the government is regularly reviewing the status and performance of these companies through the Department of Public Enterprises, and other criteria and features are being changed as deemed fit for the companies.
